As the City Administrator, Mr. Flannell is responsible for overseeing the day-to-day activities of the City of Sullivan. He serves as the chief administrator of the City and is responsible to the Mayor and City Council for the proper administration of the affairs of the City and policies adopted by the City Council.
Mr. Flannell attended the Bethany, IL elementary and high schools and graduated Phi Beta Kappa from the University of Illinois in 1974 with a degree in Finance. He graduated from the University Of Illinois College Of Law in 1977 and was admitted to the Illinois Bar in November of that year. Mr. Flannell was engaged in the private practice of law with the firm of Wood & Flannell in Sullivan from 1977 until November of 1988 when he was elected Circuit Judge of the Sixth Judicial Circuit. Judge Flannell was reelected in 1994, 2000, 2006, and 2012 and served as Chief Judge of the Sixth Judicial Circuit from 2012 until his retirement from the bench in mid-January of 2017. His duties as Chief Judge included administrative responsibility over 25 Associate and Circuit Judges as well as dozens of court personnel including probation officers, court reporters, court clerks and other administrative personnel employed across the six counties of the Sixth Judicial Circuit. A few days following his retirement from the bench Judge Flannell began his duties as Sullivan’s first City Administrator on January 16, 2017.
