What is the Energy Cost Adjustment on my utility bill?
Many of our electric customers have inquired about the ‘energy cost adjustment’ that appears on the City utility bill. While the base cost for the City is set at $.0476 per Kilo Watt Hour sold, that does not reflect the total cost to the City for the power we purchase and then provide to our customers. Energy rates fluctuate significantly from month to month and the City uses this adjustment process to avoid having a permanently high base charge to our customers. For example, one month the cost to the City per KWH might be $.0678 while the following month it could be as much as $.0948 per KWH. The City passes on the exact cost we incur without adding any extra profit and thus the system works to the advantage of you, our customer. Keeping the base rate low and using the ‘energy cost adjustment’ guarantees the customer will not be overcharged should there be a large one time decrease in the amount the City pays for power in a particular month. We hope this brief explanation answers any questions you may have about the ‘energy cost adjustment’.

Can I burn yard waste?
Per City's Code of Ordinances:
27-9-3 RESTRICTIONS ON BURNING OF LANDSCAPE WASTE. The open burning of landscape waste shall be permitted only on the following conditions:
(A) Landscape waste shall be burned on the premises on which such waste is generated; and
(B) Landscape waste shall be burned only when atmospheric conditions shall readily dissipate contaminants; and,
(C) Landscape waste may be burned only if such burning does not create a visibility hazard on roadways, walkways, or railroad tracks; and,
(D) Open burning of landscape waste may only take place during daylight hours with a person over eighteen (18) years of age in attendance during the entire period of burning; and,
(E) No open burning of landscape waste shall be permitted on any streets or roadways; and,
(F) No open burning shall occur during periods of time when the Fire Chief or the Chief of Police have determined that atmospheric conditions or local circumstances make such fire hazardous and dangerous.
How do I obtain a refuse permit?
As of July 1, 2011, all pay for hire contractors must have a City of Sullivan refuse permit in order to dump yard waste and concrete on the City dump site.
The annual fee for a permit is $250.00.
City of Sullivan refuse permits may be obtained at the City of Sullivan City Building Monday thru Friday from 8 a.m. till 5 p.m.
We have an online form that can be filled out and submitted, but you must pay your fee prior to issuance (pay in person or mail a check to the City Building).

Why are there colored flags and paint in my yard?
When a JULIE is called in for an address, the departments for the city go mark the JULIE location with flags and mark the area with paint. A JULIE is required before any digging can take place.
What is the process for getting a Beautification or Demolition grant?
The City of Sullivan has established a grant program to address neighborhood blight problems created by vacant run-down or damaged residential structures. These properties are a hazard to nearby residents and detract from the quality and physical appearance of the neighborhood. This grant program offers qualifying property owners up to $3000.00 reimbursement for the cost of demolition of such structures. Qualifying expenses include actual demolition labor as well as dumpster rental, equipment rental, materials to fill exposed basements, ground preparation re-seeding of grass and other costs directly associated with clean-up of the property. Demolition expenses covered by owner’s casualty insurance or insurance policies of others shall be ineligible for reimbursement under this program.
The property owner(s) or their agent shall begin the grant process by application for a demolition permit at Moultrie County Planning Office located on the first floor of the Moultrie County Courthouse. The permit must then be taken to the City Building at 2 West Harrison Street and a request made for removal of all city utilities from the subject property. Utility removal MUST be completed prior to commencement of any demolition activity. A city representative will photograph the structure and surrounding grounds prior to commencement of demolition. Demolition will not be considered complete until the real estate has been property leveled, re-seeded with grass and all demolition waste and materials removed from the property. Upon completion of all such work the owner/agent shall notify city officials the property is ready for inspection and further photographing. Once the inspection is completed the owner/agent shall deliver a receipt and/or proof of payment for all services and expenses incurred for the demolition process to the City Building. No payout of grant funds will be made prior to such proof of payment being provided. After review and approval of the proof of payment and inspection report the City Treasurer will mail the grant check to the address provided by the owner/agent. In no instance shall reimbursement exceeding $3000.00 be made.
When are the Illinois Driver's License Services in town?
The Secretary of State Illinois Mobile Driver Services come to Sullivan on the 3rd Thursday of each month from 10:00 a.m. - 2:00 p.m. at the Elizabeth Titus Memorial Library, located at 2 W Water St.
